...patching during a pbem game ? Can we, or should we wait till the war's over before patching ? Long time to wait !

You can patch no problem. Some of the stuff won't be effective though. Make sure you both patch or the game may go out of sync

Changes to the OOB have no impact on a on-going game.

A new game needs to be started to get the benefit of a patch to the OOB.

And further, ALL the changes in the "patches" released ( or the next one planned ) for WPO are database changes only .. which would not take effect without a restart ( but which would not effect an ongoing game ).
