Textiles increase above 29

Crown of Glory: Europe in the Age of Napoleon, the player controls one of the crowned potentates of Europe in the Napoleonic Era, wielding authority over his nation's military strategy, economic development, diplomatic relations, and social organization. It is a very thorough simulation of the entire Napoleonic Era - spanning from 1799 to 1820, from the dockyards in Lisbon to the frozen wastes of Holy Mother Russia.

that one can be a little odd to follow

the screen is telling you that you could make (say) 10 of this, but when the turn is ran, you don't have enough of what all is needed to make, 10, so you don't

Importing raw materials and importing linens should get you out of 29-something. I think the highest I have seen is 55 linen per turn.

Keep tweaking how you play until it you like the result. Imports do help. My French textiles are routinely around 100, although I never let one province produce more than 10 due to my perception of how waste works. good luck.
