War in the Pacific in-game tutorial

Hey, I think i'm having a problem with the in-game tutorial for War in the Pacific. It loads everything then it just sits there and doesn't teach me a thing[&:]

You have to read the tutorial which is in .pdf mode under the manuals section and it tells you what to do. No on screen instructions with this tutorial.
