61% of BB Satsuma's equipment had to be imported.

Numerous Japanese ships ended up with fewer guns of main caliber than intended due to insufficient production.

Now, what was that bit about money? =)

Japan should have attacked PI in 1907. With all American BBs in North Atlantic and a solid alliance with the British... there'd be no stopping the Nihonjin =)
