Jutland solitaire

I played Jutland( Version 1.2) solitaire as the British, and except for the first turn the Japanese battleships never sortied from their harbors! I sit meant to be played solitaire?
What? Over? Did you say "over"? Nothing is over until we decide it is! Was it over when the Germans bombed Pearl Harbor? Hell no!

Invading Taytay seems to draw some heavies from Manila. The Allies don't have enough forces for a serious invasion, anyway. Your transport fleet is going yo suffer during this one, though.
Pre-dreadnougths seem to sit in Pescadores (can't blame them).

Then why doesn't it say so?
The Other scenario, Japan vs Us says "Hot seat or PBM" but not this one!
