This turn the HI dropped just a bit, from 2823 to 2787. The problem is that is still dropping.
I shut down another armament factory, the one at Nagoya, size 75.

Ok. Last turn finally HI raised, from 2787 to 3243. Good.

That's good. Just keep an eye on your stats each turn and turn things off or on to keep things where you want them and to make sure your HI keeps going up.

Just to confirm ... there is no easy way to locate factories etc that are turned off? You have to click on every city and the factory icon and look there, there is no nice list feature?

Sure there is. It's called a notebook. I keep copious notes on everything. It's the only way for me.
