Should some restricted commands be unrestricted?

Should some restricted commands be unrestricted?

I can see confining the Chinese to China and the Russians to Russia.

But is it right that Allied troops cannot move even WITHIN their territories?
For example, a US unit in the Philippines, or a Dutch unit in the Indies, cannot load on a ship to hop to an adjacent island - or a distant one - nor are they allowed to use adjacent ports (which supplies can use). Further, air transports cannot move troops in these areas. This seems wrong.

It has been explained to me that IF you expend political points and transfer to a different command, then you can load on ships. But this seems very impractical:

1) You cannot do this with many units due to a small number of political points;
2) The moment you transfer command, you then have the problem that the HQ is so distant it probably adversly impacts your unit performance.

The question is, is there any alternative? This appears to be a hard code thing. But it may be a soft code thing: I note that "unrestricted commands" report to themselves! If a colonial command can be made unrestricted, or assigned to an unrestricted command with effect,
are there any adverse consequences?

My view is that the restriction was intended to force players to keep units in areas or on islands - rather than withdraw them. This often means you cannot withdraw units that really were (or might have been but for time) withdrawn. But suppose a player DOES withdraw units that historically would not have been: does that player not pay the price in the form of less opposition to enemy advances? Are the Allies not inherantly stronger if we don't tie their hands like the system does at present? Might it be desirable to assign some units to restricted commands and some units not in the same area? This would, for example, permit Philippine Army units to be restricted, but US Army units not.

I also have a problem with this. Even worse is the lack of ability to move troops around Australia by ship.
Might it be desirable to assign some units to restricted commands and some units not in the same area? This would, for example, permit Philippine Army units to be restricted, but US Army units not.

The Philippine Army should be able to move around the PI.

As far as how to unrestrict a command or side effects of doing so - I have no idea.
