[I believe a programmer confirmed some time ago that ARs (and ADs/ASs) must be disbanded in port to work.

Dock them. AR's work just fine docked.. I do see a visible "delay" in repairs beig made at times. It may repair a couple of points damage in a turn for a couple or three turns then stop. Then begin again. Painfully slow but it is perforiming the desired function.
AS and AD's are of course docked also. I've never had any question on there ship type operations working as needed.

Ships can be repaired without use of ARs, so it's really hard to tell under which conditions ARs preform their function...unless one can look at the code.
