My ongoing game with JAM has seen mud strike at awful times (I got all the zones, each one had an offensive taking place in it during the Summer/Autumn), and I still ended up 2 hexes from Moscow, Leningrad might fall in the snow, and at least somewhat healthy gains in other places. Weather does not decide the 1941 campaign, but it can make things far, far harder for the Axis.

In the Dnepr bend region, for example, my ability to advance was slowed mightily by the mud - throw in my own incompetance and things were crippled. I will still be at around 3million casualties to the Soviets when the blizzard hits, but that won't be enough.
