Looks to me like ground elements that have been replaced are placed in the transit pool instead of the active pool. Since the USV is in less demand in '42, it looks like they are replacing ZIS-3 guns frequently, causing those zis-3 guns to go back into the transit pool. The issue should sort itself out over time, since there are so many zis guns produced that you'll end up with a huge surplus of them later.

According to several of my AI games it gets into July/August to have this sorted out.
And I'm not even talking about the experience loss suffered by the units with mutliple exchanges of gun types.

The Upgrade-Swap-Upgrade-Swap...

This applies to many elements, including tanks and, if left on auto, even AC. The experience loss is really hurtful, was this adressed in WitE?

Dominic spent a lot of time and work to improve this behaviour, I believe a swap was only possible if at least 3/4 of the requested guns was available for delivery and these were immediately placed into the unit. Don't know if the swapped guns then went into transfer pool or became available for other units.

As of T68, first turn October 42, ZiS are lower than all time high of, IIRC 2.4k, hovering around 2k in transit, active pool always empty. https://drive.google.com/file/d/1cpGQsy ... share_link
ZiS ATG still only 16 produced. Of these 16 ATG, 9 are in units leaving 7 in the production pools. ATG are one of a handful of persistent shortages on map.

The next public beta has these changes, which should have improve the situation:

• Certain kinds of ground elements that are produced (items that are armaments builds that have a build limit, for example most guns) are now being placed in the active pool when produced. In many/most cases they used to go to the transit pool when produced.

• Ground.dat changes:
o 76.2mm ZiS Field Gun (0727) – Build Limit decreased from 280 to 160.
o 76.2mm ZiS AT Gun (0783) – Maximum Imports decreased from 9150 to 0 (production changed from conversion to direct production) and Build Limit increased from 50 to 100.
o 76.2mm F-22 AT Gun (0817) – Import ID changed from 0785 (76.2mm USV Field Gun) to 0832 (76.2mm F-22 Field Gun) and Last Month changed from 2 to 12.
o 76.2mm M1902 Field Gun (0831) – Upgrade to 0727 (76.2mm USV Field Gun) removed and Scrap changed from 1941 to 1942.
o 76.2mm F-22 Field Gun (0832) – Scrap changed from 1942 to 1945.

The first item will take effect immediately in existing games. The 2nd is a data change, so will only take effect in games started with the new data. We expect this update to go out by sometime next week.

Brilliant, I'll look forward to that. Curious to see what effect so many ZiS ATG will have particularly.

I only just got my turn back and find that there is no change either to ZiS field gun or ZiS ATG production. Transit pools are still rising and there are no ATG produced. I haven't verified whether my opponent updated to .50 beta. Would changes in my production be dependant upon him doing so?

Many of the changes that were made, are only going to impact new games that start with the new data. The part that now has certain kinds of elements, when produced, go directly to the active pool instead of going to the transit pool, should happen if the 1.02.50 version is being used when the Soviet logistics phase is run. But that change is only one of many that were made. That change by itself will not unwind the situation you are in in the existing game. It will get some more new equipment to be built faster, but I know Jim and Dennis made many other data changes to help various gun issues with the 76.2 and those will only help newly started games.
