After their tank force was decimated in June-July 1941, the Soviets began forming Tank Battalions containing 29-36 tanks of a variety of models. As their tank forces began to expand in 1943, these battalions were slowly phased out of use. In the scenario these early battalions are represented by early model KV tanks in Rifle Divisions. These begin arriving in September 1941 and stop in late 1942.

When Tank units began replacing outdated KV models in 1943, many were assigned to infantry support. In the scenario, Rifle Divisions will begin receiving late model KV tanks in early 1943.

In case it's not in the zip, it is attached here. That News item that you reference was added late in the process and it really shouldn't be there as it doesn't apply. It will be removed when the next version is posted.
