I have 40th and 41st ID arriving at Cape Town in about two weeks. I should have enough PP to buy one division. The question is how safe the waters will be to get it to India?

If you are using extended map it could be useful if you could get some troops to the bases between Aden and Karachi for search capability.
He will blockade the area but you should likely expect an invasion of Ceylon previous to that.
Blockade could happen in early February given his track record.

I know from a previous game that the line in Australia is one below Brisbane.
My opponent had units move into that row farther inland accidentally and it triggered them without him realizing it.
If you are using extended map it could be useful if you could get some troops to the bases between Aden and Karachi for search capability.
He will blockade the area but you should likely expect an invasion of Ceylon previous to that.
Blockade could happen in early February given his track record.
He just landed on Ceylon. I've got the destroyed LCUs from Singapore coming in at Aden, so a few will go to the bases way up north.
The 'big' question for me is how far in will he go?
Thankfully, only a few small ships are left around India and the "whole' British Fleet at Bombay.
