I mean, I don't know for SURE that it's base forces and engineers. There's almost certainly some kind of combat unit present there, given the total troop/gun numbers, but the number of units, number of planes based there, and number of "AFVs" make me think there is a combination of USAAF base force(s) and Seabees (maybe also USN BFs).
With that number of units and the number of planes, there's no way there's a full strength division there (which is about 10-13K troops).

Avoiding Allied Signet will be impossible as well. You will need to have a lot of other units planning for other targets to provide some from of fog in the reports. It will still be difficult to avoid tipping your hand since unit locations are reported fairly often, If a unit is on the Russian boarder it will be fairly easy to discount it's target.
