Having access to all available units??

I've been away for awhile so I'm reacquainting myself with the game.

I'm attmepting to start up a PBEM game with a friend of mine and I'm noticing that some units , at the troop selection area, are not available (in red, instead of green). I was wondering if there was a setting in preferences that allowed the purchase of any and all units that were available at the time of battle in any amount that you want.

In the Preferences your should have:

True Troop ON/Rarity OFF

Currently you seem to have Rarity ON.
