Neutrality Question

I'm presently engaged in a learning game against the AI. I've been leaving the British, Commwealth, French, etc. neutral.

I've seen some house rules for neutral activation but I am looking for some independent advice.

A British task force enroute from Singapore to Shanghai has been attacked, at night, by a Japanese surface force. In the battle the BB Dreadnought and a CL wre badly damaged and another CL moderately damaged. They were attacked again by a submarine before they got to Shanghai.

I have restarined from the British and their Commonwealth attacking the Japanese.

Now a French TF of three CA's has been attacked three times, in daylight, in the same hex, enroute from Shanghai to Camranh Bay. In the fight two were sunk and a third is about to sink.

What are some recommendations for activation of the neutrals?

Should the French and British and her Commonwealth declare war on Japan?

If you want to give a chance to AI, just ignore it and keep fighting with US only. In PBEM it would depend if the French cruisers were used as loan to US or not. While playing Japan I hate them [:D].
