Here is a resource summary.
This reflects the start of the '39 scenario, although I did group the Axis-leaning neutrals with Germany and zero the French and Polish production multipliers to reflect a little more accurately the start situation. I also used the x3 production multiple for the major powers to show factory capacity after major action has started.
If we consider just the resource centers that change hands in the first year or so in Europe, then of course Germany would have some more and the WA and some neutrals would lose a bit.
