indirect attacks, need explanation

Gary Grigsby’s World at War is back with a whole new set of features. World at War: A World Divided still gives complete control over the production, research and military strategy for your side, but in this new updated version you’ll also be able to bring spies into the mix as well as neutral country diplomacy, variable political events and much more. Perhaps the largest item is the ability to play a special Soviet vs. Allies scenario that occurs after the end of World War II.

indirect attacks, need explanation

I see that indirect attacks double the penalty or bonus modifiers. This seems pretty important.

So what constitutes an indirect attack? Could someone explain or point me to where it is
described in the manual?

Section 8.3.4 explains Bombardment attacks (I assume this is what you mean by Indirect attack as the die roll mods are doubled for bombardment attacks).
All understanding comes after the fact.

Ah, so it is only bombardment attacks.  I thought maybe an attack from multiple directions qualified
as indirect attack.

Can anyone please explain what is the rationale behind this doubling of bonuses and penalties for bombardment.

With normal attacks having a bonus of say +3 is pretty significant as it changes the odds of scoring a hit directly and often by a large percentage.
 
With bombardment you roll the dice, add the bonus and then divide by a random number based on the evasion of the defender. So, having a bonus of +3 is much less significant due to the division afterwards. So, in order to give modifiers atleast some effect for bombardment we opted to double them. Its not the only way that effect could be achieved - but its the way taken.
