Unrestricted Initial Placement

I'm having problems getting the F4 key to work during setup. The manual states it is supposed to allow unrestricted setup. While I know you can't place your units behind enemy lines, whether I hit F4 or not, I can only move up to 250m away from my initial starting location. Am I doing something wrong?
