Destroyed bridge over major river

An unit with at least 1% of minor fording was able to enter a major river hex with destroyed bridge in ACOW. I've noticed, that this isn't possible in TOAWIII, but an unit with minor fording of 10% can enter such hex. I havn't time to make detailed tests, so I would like to know - the 10% is a new limit, isn't it?
