Upgrade screens, poor performance

Wondering if anyone else is having this problem, not sure it happened vs AI but it happening all the time in PBEM games. When I hit end turn and go to the choose upgrade screen, performance really goes down. Scolling down is very sluggish and the descriptions of the upgrades are taking up to a min. to pop up. Needless to say with alot of upgrades to choose from this is taking along time to complete between the to problems.

What are your system specs?

Pent 4, 2.66GHz, 1 meg ram, ATI 9700 video card with 128 ram.
