I have never been able to get into the black on oil as japan. I kick ass capture the stuff and it does not seem to matter.

I am like a mont or two into 42 and Japan is RUN DOWN....low prep points low supplies low oil...I have the whole perinmeter...rabaul to rangoon started developing guadal....al the way to timor....Japs a re tired...what can i do to improve my oil and supply situation. Clean up ports. Put everything i can in the pool...send back the one ship units to nagoya. I mean what can I do. Do I have to capture the west coast....good greif! I do not want to lose momentum....I want to crank into india....crank down to nomea and cut off australia...but i cant even get enough supplies to build up the airfields behind me rrrrrrrrr.....I ma playing a person and I do not want to let the joker back in the game....I like sank 8 bbs and a bunch of cruisers for a bb and a few cruisers in the hospital.

Check out the following Pacific War List post by Jeff Janoska, which I think provides a pretty good description of how oil works in Pacwar.

One of the basic problems early in the war is the fact that the Japanese starting bases and captured bases start with low fuel levels. Your routine convoy system will compensate for this by supplying fuel to these bases. This really chews into your starting oil reserves.

Once the fuel levels at all your bases stabilizes, your oil reserves will start to recover.

Also, you might want to cut down on your movement of your big ships. If you use the bulk of your fleet every turn on operations it will end up eating lots of fuel. Use only your best ships in the early months and save your weaker ones for 'special' operations later in the game (ie. save your Fuso BB's as bombardment vessels against tough targets, your CVL's as mid war decoy's/escorts with your CV's, etc...)

Seth - Good advice from the previous posters, but are you playing a PBEM game? There are well documented bugs in the current version with the routine convoy system that might also be contributing to the problem, to my knowledge this is happening only in PBEM games.
