Is there a new camera view? The manuel says ability to pan in an out. How do you do this?

It is in the PDS only at this time.
 
Use the Zoom buttons.

GW, there are four camera views in the game and in the PDS.
 
The zoom feature is only available in the PDS at this time.
 
Having the zoom available for the played games is a common wishlist item.
