Bug Extended Movement through Spain

I've just managed to send two armour units from Gibralter (rough terrain) through Spain (rough terrain) to Western France by tactical movement. That's got to be a little bug, hasn't it?

Sure sounds like it. I was able to duplicate it in the Gibraltar case, but not anywhere else, so it probably is unique to the one-way ferry that is in Gibraltar. Players should agree in advance not to exploit this bug if they have a chance.
