How will each power's military be deployed at the beginning? Will there be options for every side, say if a central powers player wanted to focus their effort in the east instead of the west or what not. Or are the deployments set in stone?

There is a default setup but both sides are currently able to vary that as they chose without restriction other than you must deploy units in their home country - eg no Germans starting the war attacking Serbia.
