Generals per Acadamies

I do not see this in any of the modifiable files. Is it there and I missed it?

I added a request to move this to modifiable file in wish list.
Favoritism is alive and well here.

Not that I have found, but it is something I would like to see. I never seem to have enough 2 Star Generals for all my Divisions.

We increased this dramatically in 1.3.0, which is in beta right now.  Putting this in the mod file is a good idea.
