Saipan, my troops will only do 'Bombardment attacks'

So, after clearing all the mines, suffering huge losses from costal gunes, BB Bombarding the crap out of it, I finally have a superior force on Saipan, and now my troops will only do bombardment attacks. They were fine for a while. Although never getting even 1-1 odds , the engineers have finally reduced the fortress level to 5. All of a sudden I can't get my army to deliberate or shock attack. I have 130,000 troops there. I set on unit to shock attack, and then say 'all attack'. No good, bombardment. I changed all my leaders to more aggresive, nope. Moved Central pacific HQ there, still no joy. Moral is mixed from unit to unit (22-90) range. Pleny of supply. What am i doing wrong?

Hi- Do you also have other HQ units ashore? Do you have an AGC with Phib HQ off-shore? What is the time frame- 6/43, 6/44, etc.? If fatigue is high, you'll have trouble attacking. Try either bombardment attack or defense for a few turns. How about air support -use your CV-CVE's VT for naval attack,primary, port attack secondary. This should knock off some enemy guns.

In my game the Japs attacked & lost 7000+ casualities in one turn.

You may find that all your infantry are dead or disrupted and the unit can therrfore only attack with it's artillery. You will have to wait for replacements to arrive and for fatigued "assault capable" troops to recover. The cutting edge of a unit can be only a third of the total strength of a unit. All the rest can be support troops/artillery. You have to keep an eye on the boys at the sharp end because in this game the cooks and bottle washers only pick up their rifles in defence.

If I wait a turn, and go through each unit individualy, and set to deleberate, it will attack. Proably just a co-incidence that I could not attack for so long.
