oleaut32.dll Cannot Be Updated Error

Says the file is in use and cannot "unload" or stop it. Any suggestions? This has my CC3, the original, already installed on it.[X(]

I experienced this when I first installed, and then later when I reinstalled after correctly installing Net framework (with a repair done) the Battle HQ and mod swap worked correctly.
Nothing can defeat the will of the People.
