What happens if you have units scheduled in the OMA to appear on map in designated hexes and those hexes are full of units? Are the units pushed back one turn, neglected or appear in hexes adjacent to the designated hexes?

They stay in the OMA.

Wilhammer is right, the units just stay in the OMA. You'll probably notice this happening a bit at Saipan as the Allies, as the bridgeheads are small and lots of US units need to get ashore. You most especially need to make sure that you don't create an impromptu artillery park on your OMA entry hex.
