Forage number changes in 5 minutes?

Playing the scenario Southern Steel as the North (Late Dec 1861), I move the cursor over Missouri and Arkansas territory and the forage changed from 11 to 4 to 6 to 7 to 2 then 7. All of these numbers in less than five minutes. Is that normal?

I'll take a look and see if I can reproduce this.  Certainly seems strange.  Were all the provinces in Missouri and Arkansas changing forage values?  Was it only occuring in a province or provinces in Missouri / Arkansas?

Yes, all the provinces changed the same time and amount. Both states same time. I went back in and did the same and it seemed that changes happened more when I put the mouse cursor to an edge of the screen and back to a province. Not every time though but more often. I will go back now and play with this and see if I can nail it down better to a specific action or actions. [&:]

OK, I found out how to reproduce it about 90% of the time. Right click in the open anywhere to clear the cursor, hold the cursor over Jefferson City, MO for about three-seconds, then quickly go to the far left edge of the screen and let it move the screen just a little, and then cursor back into a Missouri province and the Forage value will change. I got it to go from a 4,6,7, to 11. It also works on other Capitals with the right edge in other states too. I tried cities other than capitals and it did not seem to work nearly as often.

I also found out that holding the cursor over any capital for a few seconds and then over a province, the forage changes.
