Does Marching take up points from HQ's? I understand that you need to activate units to fight but do you also need to activate units to march or trench?

The short answer is...it depends! :)
 
You can move through your own hexes for no cost.
 
You can only move into enemy owned hexes with activated infantry, or with cavalry that started the phase stacked with your own infantry.
 
entrenching costs strategic points that you have to buy every strategic phase - IIRC 1 resource point gets you 2 or 3 trench points.  Each trench point can entrench a single hex 1 higher level than it is already, up to the limits of your trench research.  You can only spend 1 trench point per hex per strategic phase. 
 
for comparison - Verdun starts at level 2 entrenchment, Liege at 3, and Paris at 4 - which is the highest you can get to.

Wow, didn't know you were up this late, thanks for the answer.  But what if you conquered Belgium, if it is now part of the Axis, would you use points to march through it?  Or since you conquered it, it's free to march through?

Once you have conquered any hex you are free to pass through it by normal movement.
