RHS Manual?

I'm interesting in trying some mods, but seeing the threads here makes me think that there will be lots of new and unexpected stuff in RHS.

Is there a manual explaining all this stuff? I browsed the one RHS site I found and just saw scenario and map files with no explanation of the stuff I am seeing in threads (river systems, different map levels etc etc).

Yes. In its third edition, it is constantly being updated (but never quite current) by Mifune. It is on the RHS site. Or write to Cobra, Mifune or me for it directly.
