HQ bonuses question

HQ bonuses question

In the Market Garden scenario both British HQ units have bonuses which read:
1. -50% unit penalties and
2. -100% unit penalties

Can anyone explain what these mean?

Unit penalties refer to the the OP penalty for entering enemy controlled hexes, so if you're within these particular HQ's command radius, you would receive either a 50% or 100% discount to the OP movement penalty values.

Note that 1st Airborne HQ does not have any unit penalties discount - I would assume due to the lack of good radio comms once they landed.
