Spencer Rifle/Spencer Carbine

Playing on my second full game and added some additional preferences...

I noted that the Spencer Rifle and the Spencer Carbine have different stats but have the precise same description. More importantly, the descriptions indicate that the CSA could NOT use captured Spencers as they were unable to get the ammunition. I was able to research the Spencer as the CSA and consequently could purchase this rifle. Do you want to have this "alternate history" approach or do you wish to make these items unavailable to the CSA?

The CSA did make some attempts to research and manufacture carbines, so I don't think it's too entirely unreasonable to allow them to research that upgrade -- we have other upgrades that were only things vaguely considered during the war (smokeless powder, deployment of rapid fire guns in any great numbers, etc.)

We did consider making some weapons unusable or uncapturable by a side that cannot manufacture ammunition for them, and this is still something we might do for an expansion pack or an ambitious patch, but it is relatively quite a bit of work for a small point of the game.
