Rally "0"

Rally "0"

I recently discovered that my HQ unit in a random PBEM game had a rally value of "0". Consequently, it is stuck on the beach after bombardment and can't rally itself let alone helping someone else. Anybody have any answers/help so that I can avoid this in the future?

THis happens after teh unit fails to rally, so it can not rally any fourther that turn, at the end of teh turn it gets reset.
