Naval fleet engagements

Do USA Fleets ever actually engage CSA Raiders?
I have yet to see any kind of naval action and am crusing the waters as Union into late 1862. I see icons of CSA raiders, enter the same sea zone but there is never any activity (battle)....?

Am I doing something wrong?

No, those encounters are in the abstract, since blockade-runners can't fight back. The presence of a USA fleet raises the chance of a runner being damaged or destroyed, but you won't get to have a direct hand in it.

Yes, but you aren't told why the damage occurs (as far as I can recall).
