I still guess B. It "sounds" German. And wasn't Rabaul part of a German protectorite prior to WW1? Japan got it as a concession?

I am going with D because it sounds like an American fort to me. Plus a fort being built in the PI in 1902 would make sense. I'm completely guessing that's what the numbers at the bottom of the pillar signify, but it could be just an address or something.[8|]

Going with B, since it sounds German, and IIRC Rabual was once owned by the Germans pre-WWI

Stotsenburg looks more like Dutch than German to me. And "Fort" is used in German only to describe those constructions enclosed by palisades that have the U.S. Cavalry inside and hordes of howling indians in warpaint on horses outside. What is called a fort in English would be called "Festung" in German.
