Locked Units question

I'm playing a campaign and one of my cities is being besieged by the French. The units IN the fort are locked and when I move the mouse over them it says they are locked until they are attacked.

My reckoning is that being besieged is being attacked...so why can't I attack them? Is being besieged NOT being attacked?

Yeah, being besieged is not the same as being attacked.

as soon as one hit (by sieging) is done against the units, they will be freed.
