Revising the ROC

A final review for RHS (before abandoning main scenario development) of ROC units involves the following:

Field Armies have gained 100 support squads
Group Armies have gained 150 support squads

[Both are dismal - less than 70% supported all up - and will benefit greatly if a HQ with support is in the same hex]
[Both lost infantry squads. Both formations are much stronger than in CHS - but were too big in squad count - which was reduced to 760 and 1120 respectively. These counts mean that if supplied most Chinese armies will tend to grow significantly from their original strength. And that is because Chinese units were often well below theoretical TO&E except in ideal conditions.]

We are adding units - particularly units missing when the game starts - or near in time to that. We could do this because we were able to combine some units - and also in particular to combine artillery units.

We upgraded the ratings of certain formations where there was some reason to do that.
