depot?

I see some cities with a depot level of one, playingas Union. and If I biuld a depot in a city also..
?_ Can I build a depot level 2? what does the one signify?

No, depots are only level 1. During beta we considered multi levels depots but for now this is not possible (we would need a toggle so that depots can be filled or not too to do things correctly)
