Okay, for the moment, I'll host this myself. I don't think there are any DRM issues as the game is freely available from Matrix.

This zip contains a PDF of the manual for the freeware game, Pacific War, by Gary Grigsby.

Pages 37-51 (physical PDF; not logical numbering) contain a reprint of Strategy & Tactics No. 29 from Decision Games. The reprint does a very good job of providing an overview of the lead up and conflict between the USA and Japan during WWII; effectively making it very good background reading for either CCAW or CAW.

Download it soon, since I am not sure how long I will leave it up there for. Enjoy!

I, too, strongly encourage anyone with an interest in the Pacific War to download & read Mr. Nofi's excellent article, which first appeared in S&T #29.

Hopefully neither the author or current copyright holder (Decision Games) will object to the continued dissemination of this ruleset in which the article appears.

I think if you download the free pacwar from Matrix, then you can get that material. So, all I have done is break it out from the game for those who only want the material.
