Where do HQ Units Come From?

Demo, campaign scenario as CSA. I wanted to create an 'Army of the Mississippi', figured I'd need (a) a 3-star general and (b) an HQ unit. I only have one HQ unit, in Virginia. I opened ledger, reinforcements, poked around and could not find HQ units anywhere. I found nothing about them in the manual either.

So where do they come from?

They start to turn up later around June time I think. You will get a message in the log and then they are available in the support section with the supply wagons etc. They are quite expensive and take a while to activate and always start in Richmond so you have to transport them to the 3 star general as well.
 
Your doing well if you can get it all together before the Winter. I've just purchased my first one and its late Sept.
