Questions on some units in AACW

Hi everyone. I've been playing since mid last week and have found a couple units that I can't figure out. I guess I just haven't played far enough to see things...
Naval Engineers - When you take Norfolk one of these appears, but what good are they? Did I miss a tooltip somewhere? I imagine they help at the naval yard, but how?

Engineers - Similarly, what can you do with these guys? Trenches? Railroads? Bridges would be a good historical capability.

I found an answer to the Naval Engineers here.

I think Engineers reduce the time for entrenchment and railroad repair.
