Production on - Repair yards out of service

Production on - Repair yards out of service

I have switched the production on. As a consequence the repair yards do not produce any repair points and the ship upgrades do not happen. I assume that the two effects are interrelated. Is this already known?? (Or do I overlook something?)

Production is disabled in WPO. No sense to enable it in editor.
