Army HQ

OK, maybe I am simply stupid.
How do you create an Army HQ?

It is not on the list of things to buy
And it isnt enough to have a commander you need the HQ also.

There are strict limits to how many are in play at one time. When you are permitted to build another one, it will show up on the "support" portion of the reinforcements screen for you to purchase. There will also be an announcement in the turn record that says you are allowed to build another one.

If you're playing the April 61 scenario there are no armies available initially to build. I believe the first ones come in june or july, but that's from memory.
