Naval 'report' issue

I have run into a nasty glitch/bug when trying to 'report' a heavy fleet from England to Cairo.
On its voyage it revealed FOW in Southern France (neutral) and stopped with no chance to undue and stuck hopeless and practically defenseless.

Why would the game allow the 'report' if this is going to be the result?

Because route validation (that the port-to-port is valid) doesn't look at FOW, but FOW is then checked as the unit moves along. And newly revealed stuff stops movement and prevents undoing movement. But after a port rebase you can't move anymore.

But anyway, the most likely fix that is that you would be unable to undo your move, but you would be able to complete the move to any port that is within port-to-port range from your starting point.

Interestingly, even with this possible fix it gives you a way to move naval units beyond their range to a non-port region, if FOW is revealed. But you can only do it with one unit to a given region since the first unit reveals FOW, so it doesn't seem very exploitable.

I've fixed it so that you would still be stopped by FOW-revelation, but then from there you would be able to continue to any port that was in port-to-port range from your starting port. Once you've completed the port-to-port you will not be able to undo it because of the FOW-revelation.
