Frozen Units

I am playing the CP and am into early 1917. France has been conquered and I sent a number of German units to bolster the Austrian/Russian front. After two turns, the Austrians surrendered and my units were still in Austrian territory. Now I cannot move these units out of Austria..is this working as designed? I could really use these 5-6 corps but maybe this is similar to being interned in a neutral country.

I would expect them to be booted out to Germany. Haven't seen this yet.

I guess they can't move into enemy controlled hexes without an HQ activation ....

This just hppened to me. I manage to knock France out of the war, then transfer several Corps eastwards for a stunning counterattack and the Austrians go and fold on me. The German forces are now all stuck and unable to move. I can't move anything in or out of Austrian territory.
