Disbanding Units

Is there any benefit to doing this? If I disband a very weak unit rather than refit it will I regain any arms or manpower?

Yes - you get all teh manpower and half the equipment.  It is mainly useful for the smaller natinos that get very few equipment replacements and those only in a random fashion - eg if your Belgians are down to a 2 pt and a 6 pt corps, it's probably best to disband the 2 point 1 and give the 1 regained equipment to the larger one.
