Changing Rotation Size

Can you change the rotation size from 5 to 4 when the seasons already started???? I was thinking of trying this to see if it would help my starting pitcher problem.

Yes. You can change this at any time. Just be careful to empty that 5th starter slot if you go to a 4-man rotation. Otherwise, the game will see it as a lineup error and bring you back to that screen for correction.
