Note these are paddlewheelers! Also they are not exactly "aircraft carriers" - but ships with flight decks to practice take off and landings on.

While they are DEFINED in RHS (all levels, not just 7)

they do not APPEAR (Lake Michigan is not on the map)

And they are defined as ESSEX sized ships - for techinical reasons - which otherwise are unarmed.
This is a technical trick to permit land based squadrons to be "carrier qualified" in the mind of the AI.

As with some of the other expedients you have revealed to us, I believe the idea was excellent.
