I found this thread:

but it was all i could find on supply. How does it really work? I know Ive read that cities supply it and also from port hexes you can supplement it with transports. But how is it distributed....what are the game mechanics? Does each unit draw supply from whatever the nearest supply source is, for example? Or does it work another way? What are the penalties for an under supplied unit? Decreased readiness perhaps? Is that all? All i have is questions.......thanks for any help!

Each hex has a supply % - you can hover the cursor over a hex and see it - the % depends upon distance from a supply source, the value of that supply source, and terrain.
 
The higher the % the faster units regain readiness.
 
IIRC <10% means units will lose readiness.
